Tarihi ve Coğrafyası
Altay Yönetimi (Altai Oblast) 28 Eylül 1937'de kurulmuştur. Güneydoğu Sibirya'da, Ob ırmağı vadisinde yerleşiktir. Sınırları, Batı Kazakhstanskaya, Pavlodar ve Kazakistan'ın Semipalatinsk bölgesine dauanmaktadır. 169.100 km2'lik alanı ile Rusya'nın en büyük 19. bölgesidir. 12 şehir ve kasabası, 14 kentsel yerleşimi bulunmaktadır.
Administrative Divisions: 60 administrative rayons, 12 cities and towns, 14 urban-type settlements.
Administrative Center: Barnaul, population 596,000. Founded in 1771.
Major Cities: Barnaul, Biysk (population 233,000), Rubtsovsk (171,000), Novoaltaysk (56,000), Zarinsk (53,000).
Climate: Extreme continental climate with long and cold winters and hot and dry summers. Average temperature in January is -19 C and in July is +19 C.
Precipitation: 250-350 mm.
Terrain: Plain landscape is represented by the Kulundinskaya steppe which covers 60% of the kray's territory. The Priobskoye plateau (250-300 m above sea-level) is situated on the left bank of the Ob River. The foothills of the Altay mountains (up to 2421 m of height) are located in the south-east.
Environment
Bodies of Water: The rivers belong mainly to the Ob River basin. The Ob River starts where the Biya River joins the Katun River. Major tributaries include the Charysh, Aley and Chumysh. The Kulunda and Burla rivers flow into the enclosed lakes. The largest enclosed lake is KulundinskoyeLake. Part of the Novosibirskoye artificial reservoir is located in the kray.
Soils: Black and alcali soils.
Flora: Predominantly steppe and forest-steppe vegetation. Area includes the Kulundinskiye wind forest strips (pine) and birch forests. Larch, silver fir and cedar can be found in the mountains.
Fauna: Rodents (on the plain), fox, wolf, elk and maral (in the mountains).
Ecological Issues: Difficult ecological situation is caused by the concentration of mining, condensing and chemical enterprises. There are plans to set up the "Volchikhinskiy" and "Kulundinskiy" forest reservations and the "Tigirekskiy" national park (total area is 500,000 ha).
Natural Resources: Deposits of iron ores (prospected reserves of the Beloretskoye, Kholzunskoye and Inskoye deposits are 860 million tons), table salt (54 million tons), coal (9 million tons), manganese ores (potential reserves 220,000 million tons), complex ores, Glauber's salt, building materials.
People and Services
Population: 2,687,000, ranked 19th in Russia.
Urban Population: 1,398,000 (52%).
Rural Population: 1,289,000 (48%).
Administrative Center Population: 43% of the urban population.
Population Density: 15.9 persons per square km.
Natality Rate: 9.1 per 1,000 persons.
Mortality Rate: 14 per 1,000 persons.
Growth Rate: -4.9 per 1,000 persons.
Migration Ratio: 6.6 per 1,000 persons (17,700 people).
Ethnic Composition: 87% Russians, 4.5% Germans, 3% Ukrainians, 2% Altays.
Health Services: 41 doctors and 120 beds per 10,000 persons. A health spa resort is located in Belokurikha.
Higher Education: 37,000 students were enrolled in 7 colleges & universities of the republic and 32,000 students were enrolled in 44 specialized schools.
Research Centers: The Research Institute of Siberia.
Culture: Numerous monuments of archaeological and architectural value are located in Barnaul. Monuments of industrial architecture in Kolyvan and Zmeinogorsk are well worth a visit.
Economy, Industry & Agriculture
Ranked 41st in Russia in per capita GDP. (in 1995).
Industry: Ranked 31st in Russia in total industrial output. The main industrial centers of the kray are Barnaul, Biysk and Rubtsovsk.
Machine-building: The machine-building industry (28% of the overall industrial output) produces tractors and agricultural machinery (in Rubtsovsk), tractor engines, steam boilers, railroad cars (in Novoaltaysk), machine-tools, (including rice combine harvesters), equipment for oil presses, radio engineering articles and instruments, apparatus.
Food processing: The food industry (19%) produces canned meat products, vegetable oil, sugar, vitamins, canned fruit and vegetables, sea-buckthorn oil.
Chemical: The chemical industry (11%) produces chemical fibres and filaments, tires, industrial rubber articles (in Barnaul), paints and oleum (in Biysk). There are coke-chemical facilities (in Zarinsk) and salt-processing plants in Slavgorod.
Mining: The mining industry is represented by complex ores mining and condensation (in Zmeinogorsk and Gornyak).
Building industry is of local importance. Ranked 22nd in Russia in capital investment.
Agriculture:
Ranked 5th in Russia in total agriculture production.
Farming: The kray is one of the main producers of grain in Russia. Grain (63%), fodder grass (31%), sugar-beets, sunflowers.
Animal Husbandry: Dairy and beef cattle-breeding, sheep-breeding, pig-breeding, fur-farming.
Exports: Ranked 48th in Russia in foreign sales (in 1995). The kray exports machines and equipment (53%), food-stuffs (18%).
Transportation
Distance from Moscow 1, 824 miles.
Rail: There are 2 main railroad lines, Alma-Ata -Novosibirsk and Tselinigrad-Barnaul.
Auto: There are 2 main highways, Novosibirsk- Gorno-Altaysk, Barnaul-Semipalatinsk.
Travel from Moscow to Administrative Center:
By Rail: 3,400 km (61-68 hours), 1 train per day from Kazanskiy railroad station.
By Air: 1-2 flights per day from Domodedovo airport. The flight takes 3 hours and 55 minutes.
